Our Story

Victor's story, in four chapters

Victor's story is one of continuous evolution. What began with a belief that care could be different has grown over more than five decades into an organization serving children, families, and communities across California.

1. 1968

   A Better Way Begins

   Dave Favor

   Victor's story began in 1968 with Dave Favor, whose own childhood experience of being separated from his family shaped his belief that young people facing difficult circumstances deserved a more human and supportive approach to care.

   That belief became action with the opening of Victor's first treatment center in Redding and established the foundation for an organization committed to finding better ways to support children and families.

2. 2002

   Care Expands Into the Community

   Doug Scott

   As Victor evolved, care expanded beyond its early residential model and further into the homes, schools, and communities where children and families live.

   During Doug Scott's long tenure as CEO, Victor strengthened the organizational foundation for continued growth. The establishment of Victor Community Support Services in 2002 marked an important step in expanding community-based care and reaching more families across California.

3. Today

   Innovation in Motion

   Simona Cataldo

   Under Simona Cataldo's leadership, Victor continues to evolve through innovation, growth, and stronger connections across the organization.

   Today, Victor is expanding access to care, investing in technology, developing new services, strengthening partnerships, and finding new ways to connect people with the support they need. A continued focus on workforce development and organizational growth is also helping Victor respond to changing needs and build for the future.

4. Victor Care Network

   A More Connected Victor

   Victor Care Network

   That evolution is taking shape today through Victor Care Network. More than five decades after Victor began, the organization is bringing care, people, technology, services, and partnerships closer together through a connected network built around the needs of children, families, and communities across California.

   Victor Care Network represents both who Victor is becoming and what it continues to build: a stronger, more connected system of care designed to make support easier to navigate and to create sustained improvement in the lives of those we touch.
